How do you assess whether to fix or rebuild?

We compare the cost and risk of a fix against those of a rebuild. We assess code quality, architecture, tests, security, documentation, dependencies, performance, and the ability to evolve. If fixing means continuing to pay down technical debt without removing the problem, a gradual rebuild may be more cost-effective.
